i always thought that the social contract statement (hobbes) argues that people DO cooperate when they have to. i really don't think this has anything to do with absence or presence of government (force) but instead addresses with improving one's chances for survival. his assertion that the state is the only force binding humans to the contract is incomplete. unless i'm misunderstanding something.
